Well I'm no expert on Asian names ...but I'm willing to learn ...after adventuring around the web a bit ...here's a start ...
"Singh" in Hindu means 'Lion'
"Chung" in Vietnamese means 'common'
I suspect it's a compound name as I've seen none with so many syllables, but doubtful that it comes from two different languages ...but again, at least it's a start ...any help out there from Asian specialists would be appreciated!!!
