Translation:
Podestà is specific of Genova, with a possible secundary root in the province of Rome; Potestà, much more rare seems more Roman (i.e. from Rome) than from Liguria, it could nonetheless treat [here] of a variation of a primary root also Ligurian; they derive from the "profession" (post) of podestà , highest administrative level in medieval Italy, with the function of ruler of the city and judge.
