I don't know about Beltz which looks German.
Belt is an English surname which Reaney and others explain as a metonymic for a belt-maker, i.e., occupational. However there are several places in England called "The Belt", including one in North Yorkshire. I assume this name means a belt, or strip, of land. I wouldn't rule out the possibility of the surname Belt being from a place-name.
