Dobbin was the commonest form of this name in Ireland in the 19th century, followed by Dobbyn and Dobbins. There is an Irish form of the name, Doibín, but otherwise the spelling appears to be always double-B. Dobbin was in the South of Ireland, Kilkenny and Waterford, in the 14th century, but the various form are stronger in the north today. If you want to learn more about the history of this name (Dobbin) in Ireland you might try getting hold of a copy of "Supplement to Irish Families" by Edward MacLysaght.
It's a diminutive of Robert.
