It certainly has a Filipino look. There is a website with a list of Filipino (non-Hispanic) surnames - www.bibingka.com/names, but Taolo doesn't feature.
Wouldn't it be nice if enquirers were more forthcoming about ethnic background?
There is a Chadic place-name, Taolo, but I can't see it as a likely origin.
