It appears to be German in origin though it's also found in the Netherlands. There are places called Niehaus in North-West Germany, see here -
http://christoph.stoepel.net/geogen/v3/Geonames.aspx?name=Niehaus and the surname is strongest in the same area. I assume the meaning is "new house", and that NIE is a dialect form of NEU.
