i believe that the first component is from the German word Klinge meaning "ravine, gorge", so the whole was probably a placename or a farm's name. There are three placenames called Kling. fuss literally means 'foot', but in this case probably something like 'bottom', in the sense of 'at the bottom of the gorge'.
