Pho Hoa is the largest Vietnamese restaurant chain in North America with locations in almost every city where Asians densely populate.

...right from their website ...my name book has Phouk which means 'good' ...maybe related, though one site said Pho is Vietnamese Beef Noodle Soup that originated in Hanoi.

Nothing came back on google for: Ratsabouteua
