There are different explanations about the origin of this surname that is rather English. Even among the immigrants in USA
There are Raines coming from Russia and Italy.

Three possible interpretations for the british Raines:
1) From a word coming from local english, the meaning is
"strip of land, boundary".

2) From a word belonging to Durham dialects meaning "rain".

3) From a word coming from the Old French meaning "frog".

This surname is beared in Northern-Est England.

The name is also bearde in Italy but it is very very rare. it only exists in Northern Italy. I don't konw the origin of such a surname.
