It's not in my Irish surname book, so I suspect it's a hybrid name from 'Mac' denoting Irish or Scottish "son of" and 'Leon' originally from Latin 'Leo' meaning lion.

I'd guess it occurs in Scotland where they likely retained part of the Gaelic form and used the 'Leon' or lion possibly the symbol from their family crest or shield.
