I assume that this is a German pronunciation, though I can't say for sure. I have a friend whose middle name, Michaela, is pronunced this way, and her father came to the US from Germany.
If you really want to stretch things, you could also probably say it MY-cull-ah (like Michael-Ah), since it's an elaboration on the name Michael. I wouldn't recommend trying that pronunciation as a first name, though.
