Yes,
Declan
is an old Irish name (Déaglán in Gaelic) and yes, it is still very popular in
Ireland
plus other areas on Britain with an Irish input such as Liverpool, Glasgow, Newcastle etc. and amongst all people with Irish surnames everywhere.
