It appears to be Jewish, and to have been restricted to a small area in Belarus. This webpage has several spellings of the name -

As to the meaning, I don't know if it has any relevance, but Muká is the Russian for "flour". There is a Polish surname, Mukosiej, which I'm guessing is the same name, but meaning unknown.
