As a Law & Order fan, I immediately think of Rikers Island ( http://en.wikipedia.org/wiki/Rikers ) and that's not a good thing.
So, my immediate thought is something along the same lines like Ryder / Rider, but to be perfectly honest neither one of those names is my cup of tea. I don't particularly think that they age well.
