This strikes me as an overlooked name which deserves more attention, especially since -ella names are so "in" at the moment.
Ive only ever heard of one real-life Fenella - English actress Fenella Fielding. The stress is on the middle syllable -FuhNELuh.
The only reason that I can think of for its lack of popularity (apart from the fact that it is perhaps not well-known) is that it might remind some people of vanilla. This struck me for the first time today, when I was saying it over and over in my head in the early hours, wondering whether to add it to my shortlist!

Despite the stress on the second syllable, it reminds me of fennel like the seed.

Yay! I'm a big fan of Fenella. I say add it to your shortlist.
There are two things holding Fenella back from U.S. popularity, imo. Parents who aren't familiar with it are probably scared off by the foody sound of it, with vanilla and fennel and all. I think parents who are familiar with Fenella might be putting it in the "a little too English for American children" box with names like Clive and Basil. For the parents who aren't phased by these ideas, Fenella is a wonderful choice. It would make a distictive mn, too.

It reminds me of fennel, but I like it. It sounds green and earthy.
