I absolutely love this name! In fact, it's one of my top favorites. I just think it's such a classy, feminine name that ages well.
Penelope, on the other hand, strikes me as harsh sounding and dated. I don't care for it at all.

Olivia is way over-used.
Penelope is pretty, has never been overly popular at any time period and so won't date her. It's historic and classic - the name of the Elizabethan Lady Penelope Devereux, as well as up-to-the minute - Penelope Cruz and baby Penny in "Desperate Housewives".
There was a Penelope at school and another at college and I've always thought how attractive a name it is.
