It's not particularly popular but not unheard of either. Some friends of ours named their baby Philippa a few years ago but they always call her Pippa.
I like the fact that it's historical and not too popular. Pip or Pippa is a good nickname as well.
I would spell it Philippa and pronounce it FIL-ih-pa.
