Neither really does it for me as a given name, but Piper seems less pathetic.

Piper by far- I can't stand Harper.I like Piper, it's a gp of mine. I knew the cutest little 7-yr-old Piper, and good associations always help. Harper on the other hand, I can't stand at all. The harp- sound at the start of the name is so incredibly unattractive to my ears- it makes me think both of a nosy busybody harping on about something and also of a harpy (http://en.wikipedia.org/wiki/Harpy). Neither of which is something that I'd want to be thinking about when I hear someone's name.

Don't love either, but if I had to pick, it'd be Piper.

Neither, but Harper by a landslide.

neitherI really don't like occupation names. I really don't see the appeal. What if the kid in question turned out to be really unmusical?Anyway, soundwise, Harper is better.

Harper. It sounds so light and feminine to me.

PiperHarper reminds me of a harpy, a "mythical, predatory monster having a woman's head and a bird's body." (Webster's) It was a derogatory name for a woman once. Coincidently, in Webster's the next word after "harpy" is "harridan." (= a shrewish woman)I just can't picture someone playing a harp, much as I love the instrument.Piper has pleasant associations in my head. Actress Piper Laurie.

If we're talking about a girl, I prefer Piper. Harper is a little too masculine sounding for me.

If I HAD to pick...Harper. At least there is the angelic thought of playing harps to fall back on.

PiperI dislike Harper completely. I don't find it at all attractive. Piper on the other hand, I like occasionally. Some days I like it, some days I don't. Still, I would choose it over Harper.
