Apparently an altered form of Katzenellenbogen, a place name "in the Prussian province of Hesse-Nassau". My source for this ("The Oxford Names Companion") adds that Katz(e)nelson is "... sometimes assumed by bearers to be from Katz, with the addition of Nelson ... during or after the Napoleonic wars in honour of the English admiral Lord Nelson, but this is no more than folk etymology."
