Cecily, although I can see the merit in both. Cecilia is elegant but Cecily is cute and less pompous - I think Cecilia is more likely to be shortened to Ceci or something. There's also Cicely, which is a version favoured at one time in England (nn "Cissy").
However, that meaning, "blind", is so horrible that I would never use any of these names.
