Actually, you keyboard can achieve it. Just press and hold the alt key, type the numbers 0246 on the right side (not the top numbers; it doesn't work) and let go of the alt key. There. Zöel. I find it ok, personally.

Or use the "Charactermap" you can find on any computer...No matter if they're a stationary pc or a laptop computer.Because the ö is on it, so you can just copy and past it from there, if you can't use the keyboard.I have it on a key on my laptop. So I just push that one down, let go of the key and then hit the 'o' key and I get the Ö/ö. (The ¨ doesn't show up, before after you've hit the o key, because it stores the ¨ temporarily, until the o key is used. Goes for Ä/ä, Ë/ë and Ï/ï too. Those are on the charactermap too, in case you wonders.)

It does.Hold down alt, the [fn] button (between control and the window button), and use the keys that have numbers in squares. If my laptop keyboard looks like everyone else's, those keys will be M, J, K, L, U, I, O, 8, and 9. So, for ö, it's alt + [fn] + M, K, U, O.
