I think it's very cute, especially for a little girl, but to me it feels more like a nickname or term of endearment than a full name.
I'd use Petal as a nickname for Petra if my DH would consider the name. I also would have used it if I'd had a daughter named any flower name. I love the idea of an Iris or Rose nicknamed Petal, Blossom, or Posy.
