Too strange for me.

I have a friend with this name, her middle name is Joy. I think its really pretty and unique, but not weird.

I think it's a beautiful, slightly unconventional name. Some of my fave combos with it:
Tirzah Valentine, Tirzah Rosalia, Tirzah Mayim.

I don't like the way it sounds, despite normally loving Hebrew names.
I'd match it with another Hebrew name - Tirzah Merav or Tirzah Susannah or with a short familiar name:

Tirzah Grace
Tirzah Pearl
Tirzah Rose
Tirzah Zoe

I like this name! If parent's want a unique name, then this is one to pick (and give us a break from all of the Madisons, Katelynns, Braedens, and other god-awful trendy names)
