Courtney and Whitney both have a history of being used on men. I actually can't stand Courtney on a girl - I put it with the likes of Madison, etc.
Valerie isn't my style but it could work.
Long hair is fine on boys. I'm sure they'll cut it if they grow older and dislike it.

About the hair thing. For me, it really depends on how long and if they still look like boys. My cousin wouldn't cut her son's hair and he looked like a little girl. It was nearly to his waist before she cut it.
