It's not something I'd be brave enough to use myself, but Millicent could be cool in the not-so-distant future. Matilda managed it, and there aren't many old ladies named Millicent now.
Millie, on the other hand, I find very tiresome. In the UK all you hear are Ellie Lily Tilly Molly Holly Maisie ... you get my drift. Millie is over-popular itself and just blends in with all the others.
