It's a beautiful name. It seems classic rather than dated to me. It's fairly popular among people my age, but I don't hear it on little girls too often these days. Now that it's out of the top 100, I'd say it's safe to use again without worrying all that much about popularity.
I can think of 4 Rebeccas I've actually known, but I'm pretty sure that I've encountered more than that. Three of them usually just went by Rebecca and one went by Becky. I think it's possible to avoid nicknames. I've never met a Rebecca who was called Reba. She'd be more likely to be called Becky, Becca, or Beck, but if she introduced herself as Rebecca, most people would probably just call her Rebecca. I've noticed that a lot of people ask people with names that lend themselves to nicknames if they prefer to be called a nickname or not.
I like both Rebecca and Rebekah, but a girl named Rebekah would probably have to correct people more often regarding the spelling of her name since Rebecca is the more typical spelling. Rebekah looks vivacious to me, which I like. I guess it all depends on how you feel about the idea of her having to deal with people misspelling her name, but then again, people still misspell the most popular spellings of common names, so even if you went with Rebecca, it could still happen.
