I love Rebecca.
I've known two. One was a young woman who is probably in her late twenties now, and the other an older woman, older than myself, must be late fifties now. They both went by Rebecca. Neither went by Becky.
So yes, I think it's possible to avoid nicknames.
It's definitely not nearly as popular now as it was twenty to thirty years ago. It's probably on its way to being dated. Whether or not it's too popular depends on what you mean by popular. Popular for the population as whole? Then yes, probably. Popular for babies born today? No.
Even though I think that Rebekah is the more authentic spelling, I prefer Rebecca.
