That's a tough one! They're both beautiful names. I appreciate Julia's soft femininity and Victoria's strength and sophistication. Despite sounding softer, I wouldn't call Julia a weak name at all though.
Since there's already a Julia in the family, I'd go with Victoria "Tori." I know more people named Julia and Julie than people named Victoria, so it would make more sense to use a name that fewer people I know have. I also think that Victoria fits in with the other names I like a bit better than Julia does, but I've always found Julia to be very pretty.
