I think it's cute as a nn for a girl, but not as a formal name. But the only feminine Charli- type name I like is Charlotte, and it's pronounced with an Sh- sound and not a Ch- sound like Charlie, so I probably wouldn't even use it as a nn for that. Theoretically. :b I do love Charlie for a boy, though, but only as a nn for Charles.
ETA: My cousin had a friend when she was younger (they are both 20 years old now) named Charlee. I think her mn was Ann. I thought it was cute on her, just not personally something I would use.
