I've only heard TAY-tum, when people referred to Tatum O'Neal.
I suspect the only reasons this name is in use at all, especially for girls, is because of O'Neal, and as the comments on this site say, "It sounds masculine" and "Quite a good compromise if you want a non-girly name without "stealing" from the boy's camp." I'm amazed it's broken into the top 500. I dislike it a lot.
