Octavia is gorgeous in an unconventional sort of way. I think you could definitely use it in England.
How would you be pronouncing Ottilie - o-TEE-lee-ə, aw-TIL-ee, or o-TIL-ee? I think you could use it in England even if you're pronouncing it o-TEE-lee-ə. I prefer Octavia, and I think it would be less likely to be mispronounced, though.

Even though I'm not in England, I definitely think they're usable! I really like both names.

Well, 20 Octavias and 13 Ottilies were born in England and Wales in 2009, so obviously their parents thought the names were usable. I think they're both perfectly good names and would be fine anywhere.
I think both are usable. Ottilie is a bit more stylish.
I am not and have never been in England. However, I see no reason why these names would be unuseable in an English-speaking country. They are pronounceable and legible and have no awful connotations or associations. Thereby I declare them useable!
And personally, I am probably opposite of everybody else in that I think Ottilie is adorable and Octavia is awful! Go figure.

I don't like it, though. Octavia is much more beautiful and interesting. I know a sibset of Octavia, Olympia, and Ontario (f), and they don't have trouble with their names. "Usable" is such a weird question. I feel like it becomes an excuse to avoid having courage.

I'm not from England, but I hope you don't mind me answering your question with my thoughts on the two names.
I really dislike the name Ottilie, and really can't understand what other people see in it, but that might just be the way it sounds in my accent. I get the image in my head of an otter wearing lace whenever I hear or read it.
Octavia, however, is gorgeous. Strong and attractive. I am attracted to names that are feminine but frilly, and this seems to fit in nicely. I like the eight thing too, as eight is a very prominent number in my life, and makes me think of my mum. (:
