I see what you mean! But do all parents who name their babies Reagan, say, vote Republican, or do they just like the sound of the name? Same with Kennedy. In some cases, this kind of naming is probably a political statement, as Christine or Mohammad can be religious statements, but it could equally just be that seeing a name over and over again makes people get used to it and like it.
In this case, the message could be: I want my daughter to be a strong woman rather than: I want my daughter to vote for Ms Gillard's party as I do!

Pretty sure that naming a child Reagan when Reagan was in office and not being a fan of his policies would be odd.
If you name your child Gillard whilst she is the PM people will presume you support her whether you do or not. Thus if you don't support her, it's probably not the best choice of name, as it is such a strong association.
