'loo-keh' is right. A single letter generally can't be a diphthong in Swedish, unless you're from the very south, or it's in an English loan, like James.
I don't know much French or German -- is it like the Finnish Y? If so, I think I know how it sounds!

I think Ebbot is inspired by singer Torbjörn "Ebbot" Lundberg. A common nickname for Torbjörn is Tobbe, and Tobbe backwards is Ebbot.
Viking isn't very common right now, but in the whole population it was the 313th male name a few years ago, so not that uncommon. Wiking is a much rarer spelling though.
