I can't help but think of "fro" as in afro, and that "fra" sounds a bit like it would be a slang term for a female fro.

Heh, fra as a female fro? I could see why one might draw that conclusion...
I haven't been able to find any reference to a fuller name than Fra, however. (And I completely forgot to mention where I first saw the name in my original post. That's what I get for only two hours of sleep at night).
