I think Piper works as a nn for Pippa, and Emery works as a nn for Emerald. I don't think Jem really works for Emerald though...

I not sure about Piper as a nn for Pippa. when I read the two names, I'd think it would be the other way around, but it's not too bad I guess - I don't really know about this one, but I wouldn't use it...
As for Emerald, I guess Emery could work, but I don't think Jem fits in. I'm thinking more of something more simple such as Em, Emmy or Emma. Not too original I guess, but that's just my opnion for the nicknames.

Short answer: Anything goes as a nickname, so yes.

Long answer: If you're wondering if they're intuitive nicknames, the kind that won't make people outside the family wonder "where did that come from?," Piper, nn Pippa, feels more natural to me than the reverse. Emery for Emerald is fine, but the J in Jem throws me a bit. Gem makes more sense to me. Jewel could work too.

My two pickles: Nicknames are for expressing affection, whimsy, creativity, individuality. As strict as I am with formal names is as loose as I am with nns. So Pippa, nn Piper, or Emerald, nn Jem / Gem / Emery is pretty uncontroversial, to me. I'd be OK with Pippa, nn Boogety Boo, or Emerald, nn Wiper Blades. That's the whole point of formal names -- they give cover for all sorts of fun with nns.
