I prefer Hayley. It sounds nicer to me. I've met two people named Hayley and 2 named Haley. I've encountered little girls named Hayley / Haley / Hailey at the store and such, but I don't know the spellings because I didn't see them. I don't recall ever meeting another named Hallie, and I haven't met anyone named Halley.
Hayley makes me think of meadows, tall grass, and spring and summer weather.
Halley looks less feminine than Hallie. I prefer Hallie with this spelling. Halley is okay, but it seems more likely to be mixed up with Haley or pronounced HALL-ee, although Halley's Comet might help in terms of people pronouncing Halley correctly. It resembles the word "valley", so that might help too.
