A guy I know and his wife (who is some kind of Latin) just had a baby boy named Etzio Cortez. I have no idea where they got those names but they sound very off with his very English last name.

I have mixed-feelings toward it's sound... it's intriguing, but also very off.
To my knowledge, Etzio has no meaning itself and is made-up. However, they may have altered the Italian (Latin) name Ezio, which is more or less pronounced as they wrote it.
Cortez, Spanish, has some historic ties, and means "courteous," if I'm not mistaken.
As for the English surname... I agree. Seeing extremely exotic/ethnic names paired with surnames (or first/middle, in some cases) of no relation with purely different roots makes me uncomfortable. The parents might have good intentions, but, when so boldly visible, their choice will never truly entwine together as names should. Very turbulent.
