Your combos are always so well-considered and intriguing - but I'll add Cicely Veronica because it was the name of a British historian (Dame C.V.Wedgwood) whose works I admire (she went by her middle name, so evidently didn't like her first)
Of yours I especially like Cicely Miranda and Cicely Rosamond -particularly the latter with its medieval vibe accentuated by remembrance of Rosamond Clifford.
I think Cicely is a sweet charming name.
I would never use Cecily because of the horrible meaning.
At a stretch, I could convince myself that Cicely is a flower name and hasn't that "blind" meaning at all.
But the similarity to Sicily in pronunciation might lead to confusion - that's my only quibble.
