I don't like Phoebe, and I don't know why. I have good associations with it--she's the smart, cute yes-girl for Helga Potacki on Hey Arnold. :D Something about the name rubs me the wrong way, though.
Phoebe Helena, if you're saying heh-LAY-nah, sounds really nice. Phoebe Joyce looks and sounds lovely, too--as would Joyce Phoebe. :)
