I associate it with NOAA, the weather forecast.
I'd never use it. Too much like the word NO (the "a" could be silent like in whoa) and too much like the masculine and very standard Noah. It's sort of like Jo, to me ... too short and insubstantial, and borrows too much of its character from a masculine name.
