Except for Noelle, I don't pronounce any of them like either of your choices.
Noelle --- No-WELL
Ephraim --- Ef-FRY-em
Ciara --- See-ARE-a
Lucia --- Loo-CHEE-a
Noelle --- No-WELL

New pronunciation of Ephraim for me. Never knew there were so many differences. :) Thanks!

My pronunciation of Ephraim is probably just plain incorrect. And I have no occasion to say it, actually, it's just the pronunciation that goes through my head when I see it. I've never known anyone with the name---if I did, and they used one of the established pronunciations, that would probably change.
