I say Kelsey with an S sound and not a Z sound, but I can't hear a difference between kel-si and kell-see...I'm not sure what you mean. I'd emphasize the first syllable, if that's what you're asking.
Carey and Cary are identical but Cary / Carey (KA-ree, "a" as in apple) and Kerry (KER-ee) are not.
