I love it! It's quite pretty.
Clelia looks like a typo for Celia, which I prefer.
Cloelia seems to have started off as four syllables, with the -oe- becoming an -e- much leter. But it's a very ancient name, so nothing is clear. The famous swimming Cloelia would be a glorious namesake!
In today's world, it would be perceived as a fake and frilly version of Chloe, which I prefer.

Sorry, but I don't like it at all. It sounds clumsy and kind of sticky, it makes me think of clay.
I don't like either. The 'cl' combination is clunky - it doesn't flow off the tongue well. Cloelia is the better of the two though, because it seems easier to pronounce.
