They're not abominably bad. There is one of each at my school. I just think of them.
Millicent is fine, but I do immediately think of Millicent Bulstrode. :/
Milly always kind of feels a bit yucky to me, probably because it sounds like 'mealy'. Only a bit, though. For the most part it just sounds cutesy.
I really like Clarissa. :) I do prefer Claire and Clara, but I like most of the names in that sort of "family" - including Clarity. Clarissa feels very frilly and sparkly, like a whole bunch of sequins or a crystal chandelier.

I like them both. Millicent and Melisande are on our lists with Millie and Mellie as nicknames. I find Millicent to be a bold choice, but totally usable specifically because of the nickname option in Millie. Actually, I agree with your DH that Milly is a better spelling.

Even though they are wrong in assuming my Clarisse is a Clarissa, people are always commenting on how pretty Clarissa is. I actually really like the name. It's not very common, yet is a fresh use of an established name.
It has lots of nickname potential, and it ages well. I would go with the same nn we have for Clarisse, which is Clary.

I think both these names are sweet and I like both. Millicent is just cute for me, I never met any girl or woman with this name, but it sounds nice. Clarissa is sweet, but also strong name in my opinion. It's not very common, yet not extremely rare, so I think it's just a good name. I generally love names like Clarissa, related to this name.
I'm not at all fond of Millicent. It doesn't sound or look very nice to me and, in my head, a Millicent wouldn't be a very nice person :S I don't know why I think that since I've never met one. Maybe if I met a sweet Millicent I wouldn't dislike it so much but for now I can't think of anything nice to say about it.
