Sure it is usable. It would be hipsterish because it's antiquated now and the sound is not fashionable. I would not mind being named Mildred though. It's no more frumpy than Matilda, and that seems to be getting used. Myrtle is uglier and fustier than Mildred, too, IMO.
When I say Mildred the word dread does not jump out. It's almost like Miltret - the D's are soft.Of course it'd be a cool middle name.- mirfak
