I like both names, but Lily is one of my all time favorites, so if I were to choose, I would go with that one.
I feel like both are very classy and would fit a girl of any age.

They are both cute names, but their cuteness overshadows everything else. They seem babyish, petlike and sickeningly sweet. Ruby has a little more spunk to it, but Lily is just wimpy. I wouldn't want to be given either name but I'd rather be Ruby than Lily.
I've been looking at dogs in shelters recently, and they are very popular for dogs. Ruby and Lily sound like a lovely pair :) (don't be offended; I have a lot of respect for dogs and would certainly name a child (were I to have one, which is very unlikely) after my first dog Max).
So... on hoomins... they're both quite popular and a bit boring. Sometimes, that is what people are looking for in a name. Something that doesn't make the kid standout, won't sound stupid when they're older and everyone can pronounce it. The downside, is you might find several Ruby's and Lily's in one class at school - not a massive problem. I don't think either of them are particularly dated or likely to become dated. So basically good, solid names. If there were any slight leaning, Lily is probably a bit 'safer'.
Personal opinion - I think they're boring and overused and have lost their charm. Pairing Lily with Anne as somebody suggested - Lily-Anne, Lilianne, or even Liliana, is lovely.

Hi !!!
I prefer Lily.
It is timeless and aristocratic.
I can see Lily on a beautiful, intelligent, kind and brave young woman who is always elegant and has got many artistic hobbies.
I'm heavily influenced by character Lily Potter.
It is the only "Lily" who cares for me.
I live in Italy so I've never known a person with this name.

Well I love both names, so you are only going to hear good things from me! Ruby was my fave name for years and when I was around 15 years old I chose that name for a future DD. I have a niece with this name though, so sadly will never get the chance to use it. It's still one of my faves, I just adore it. It's timeless and pretty, yet spunky and fun at the same time. Lily is also timeless and pretty, but doesn't share the same spunk as Ruby. Lily is very nice though and I can see it working for a female of any age. You can't go wrong with either imo.
Of the two, I prefer Lily. Generally I'm not fond of either jewel names or flower names, and Ruby seems particularly flashy and down-market to me. Lily is bland and harmless, which is preferable!
I'd much rather see a Ruth than a Ruby; and I'd prefer Lily as a nn for Elizabeth, or for Lilian or even Lily-Anne.

They seem to match up as a nice sister-set.
