Loosey.
I just don't like the loo sound, maybe. Lucia loo-SEE-a is alright, because at least the LOOSE part isn't stressed, but Lucy sounds brassy and ... not adult, to me.
I suspect it's one of those "names I hate but everyone else seems to love."

I'm on the fence with it, which is why I'm asking. There are some cool historical figures with the name, yet I'm not sure I like it. I prefer Lucia pronounced loo-SHA, not loo-SEE-a.
