My grandmother, of a similar age, has a good friend named Flossie. It was a relatively popular name at the time they were born. Though, it was more popular a few decades before. Trends do take time to completely die off. The top 1000 for the 1920s has lots of these cutesy nicknames that we don't really see as girls names anymore like Willie (#72), Bessie (#89), and Margie (#109). Some more "weird" ones are further down, but still there, like Dovie (#567), Lovie (#721), Ocie (#801), and Pinkie (#881).
I see Fleecie as similar to that -- something trendy in the early 20th century that has not persisted.
