I like it as a nn, mn, or pet name. I think it's very tacky as a full given first name. I warmed up to it after seeing it used on the show Lark Rise to Candleford.
If I were to use it myself, it would be for a daughter that shared their first name with a queen, which is what its original use was (aka Elizabeth's or Victoria's nn'ed Queenie.) My husband can actually trace his ancestry back to royalty, so if I were to name a daughter after one of those ancestors, say, she might get nn'ed Queenie. OTOH I might not because I wouldn't want to give her a big head. :P
