I've thought up of a few middle names for a female Hill:

The idea of Hill as a female first name is very intriguing!Hill Bernadette - My favorite of your choices. I think it works well since Bernadette is strong and quirky.
Hill Norma and Hill Verna - these make it sound too backwoods and frumpy
Hill Cherry - it does sound tackyI like the idea of it paired with something along the Bernadette line, something more upbeat.

I think a simple choice like Hill would work well with a more elaborative and feminine middle, like:
Hill Amandine
Hill Cecelia
Hill Josefina
Hill Aurelia
etc. Something classic would work too:
Hill Kathleen
Hill Eileen
Hill Dorothy

Hill Sarah
Hill MariaI do like your use of dated, yet solid names.
Hill Bernadette is unique and bold.
Hill Norma is a bit stunted for my taste and Hill brings Norma down instead of up.
Hill Verna is very quirky and cool, but Verna does all the work and it almost seems backward.
Hill Cherry is sweet (I know a Nell Cherry and it reminds me of her). I like pairing nature names but these would not be my first choice.

Hill Cherry and Hill Norma are the worse combos.Hill doesn't sound like a good first name, though I like the four names you used with it. Especially Bernadette and Verna.Either flip the names so that it'd be Bernadette Hill, Verna Hill, Cherry Hill, and Norma Hill, or use Hilda instead.Hilda Bernadette

there's a city called Cherry Hill ...It's in New Jersey, right by Atlantic City, I believe.

Hill Cherry sounds like either a wild fruit or like a new name for a female hilbilly.
In fact, Hill itself doesn't make a good first name at all. Hill Norma, for instance, sounds like an entry in a phone book: "Hill, Norma J.
